        It sounds like you are right on.

        The presence of chloride ions allows the reinforcing to rust, hence it "grows" like a tree root and breaks off the concrete.

        You probably have to replace the walkway.  When you do, consider epoxy coated reinforcing; it will greatly extend the life of the structure.
