Scott,

I think your inclusion of India in the list is due to lack of information.
India has a very low military expenditure to GDP ratio in comparison to all
the other countries you listed. And more importantly this ratio for India is
much lower in comparison to neighboring countries like China & Pakistan from
which India has military threats.
