FYI, the New York Board responded as follows:

 

"At first glace, no services offered on the site appear to be ipso facto in violation [sic] of NYS law.  As you may know, a licensee may affix a seal to another's work as long as the licensee has reviewed the plans and maintains a record of the review and analysis."

The Texas PE Board has already been alerted, has sent him a letter explaining why his practice would be illegal in Texas, and will act appropriately if and when his PE application arrives.
