Michael,

I would not use ap = 2.5 for a cantilever wall on grade.  Table 16-O
requires ap = 2.5 for unbraced cantilevered parapets.  Instead, what I think
that what Molly is describing is a fence; in this case, line H of Table 16-0
applies.
