In case you can't find a recent copy (I don't know what the most
recent revision *is*), you can try military-info.com.  They sell
photocopies of military materials which are often otherwise
unavailable.  They list TM 5-312 (1968 Incl C.O. 1 and 2) for $45.

They are not fast, since each order is copied-to-order, but they
seem to have quite a wide range of materials.
