I'm not sure how this will affect anybody's leisure-time reading, but the 2000 IBC was actually based on the NHERP 1997 provisions. 
 
The BSCC website has a 50 page document that discusses the difference between the 1997 and 2000 provisions.  For example,  the 2000 provisions reflect changes in ACI 318-99.
