The document that you need is the TM 5-855-1. Most of this work was done either by the military or for the military and most of it is controlled. The Pen-curves are what you are after for the J hook or straight penetration of ariel dropped military ordinance into various materials. Once you have the depth of penetration, the TM 5-855-1 also has cratering in various materials.

My company has done this type of work since the early 1960's. We have a staff that specializes in it. As one post observed Dr. Sam Kiger does this type of work. Two of our staff were grad students under Dr. Kiger, and we collaborate regularly. Another expert is Dr. Stan Woodson at the ERDC in Vicksburg. Kiger and Woodson have formed the National Center for Explosion Resistant Design (NCERD) for consulting services. Dr. Krauthammer was also suggested, but he is more focused on air blast effects. Another source of information is the US Army Corps of Engineers Protective Design Center in Omaha.

TM-5-855-1 seems to barely touch on the issues of
determining the penetration of bombs into earth and
the design of below-ground structures for resistance
to blast effects of conventional weapons.  DM 2.08
doesn't discuss those issues at all.

I'm looking for other text (or human) resources for
those topics.   Know any good books or consultants for
blast-resistant design of **underground** structures?
