Reza,

The 200 lb guardrail load is for permanent installations, not construction
barriers.  Also the load is ASD, you would only factor the load is you were
designing the resisting elements with a strength procedure.

OSHA is entirely different.  I do not know the load offhand, but when you
see verticals attached with clamps at 12 ft on center and a single 2x4
barrier, I cannot conceive of the load being nearly as stringent.
