The standard for elasticity is Timoshenko and Gere's "Theory of Elastic Stability".

Other suggestions that would include plastic behavior are:
Kuzmanovic and Willems, "Steel Design for Structural Engineers"
Marcus, "Basics of Structural Steel Design"

And there is a lot of good work contained in the series of FEMA documents for moment frames that came from the SAC study:

FEMA 353
