	Scott & Dave,
		The 2000 IBC Commentary, 3108.4.2, states, "To include a
factor of safety, the foundation and anchorage must be designed and
constructed to withstand the calculated wind uplift so as to minimize the
potential for overturning." No further comment regarding twice the wind load
or twice the factored wind load.
		3108.4 Commentary does say, "... resist wind loads in
accordance with referenced standard EIA/TIA 222-E...." This is not much
different from 3108.4.
