Also look closely at some of the TV stations and notice the photos of the block walls on the ground. Everyone I've seen are hollow.

have there been retrofit efforts to tie down and strengthen mobile homes and if so how effective have they been?

For those who do not know, we have done quite a bit of retrofit work to strengthen buildings both residential and commercial to resist earthquakes better. Most of the retrofit work which has been done has been for URM and soft story buildings.
