Many of us in So. CA tend to use 16" spacing for rafters. This is because we usually use 
15/32" CDX sheathing and thus the 16" rafter spacing limits deflection due to walking on the roof. Also ceiling joists are almost always at 16" spacing and thus enables connections to rafters better when they are at 16" o.c.
