You can check "Seismic Design of Reinforced Concrete and Masonry Buildings" by T.Paulay M.J.N. Priestley Pg. 528 Section 6.5.3 Diaphragm Flexibility.
 " A diaphragm should be considered flexible when the maximum lateral deformation of the diaphragm is more than twice the average story drift in the associated story" 
He also gives some references about this topic.
