RE: ACI crack control

I'm not sure what you mean "states the cracking control", but in ACI 350-01:
 
Section 7.12.2.1 includes provisions for control of cracking due to
shrinkage and temperature for liquid-tight structures; and 
 
Section 10.6.4 includes provisions for flexural crack control in
liquid-tight structures. 
 
Also, R10.6.4 refers to crack widths that were used to derive the required
"Z-values" - but these should not be taken as exact values for actual crack
widths in the field.
