Sub : E.S.R. supported on shaft/ beam-column staging

In your opinion, for supporting Elevated Service Reservoir which of the 
following system is better for resisting lateral loads 
(wind/earthquake) and why ?

1) E.S.R. supported on the shaft
2) E.S.R. supported on the beam-column staging
