STANDARD BUILDING CODE: What is the windload criteria for SBC 1997

I have a question concerning the windload criteria for SBC 1997.

Were the Three-Second Gust criteria of ASCE 7-95 implemented in SBC 1997? Or did they give you "your choice" of criteria to use?

I know that SBC 1995 still used Fastest Mile-based windspeeds, and obviously 7-95 was "out" by the time SBC 1997 appeared, but since I can't get my paws on a copy of the latter, I don't know. (Time to check eBay!)

In the meantime, can someone clue me in?
