RE: 16" thick CMU wall

Stan,
I have done this also in the past.  On this project they want to go with CMU
full height, therefore the 16" thick section at the base.

I have designed lots of basement walls with a 12" conc. starter wall about
12" high (integral with footing), 12"CMU for another 32" and 8" CMU above.
