That is true, but this design is under the 2000 IBC which lists that deflection criteria.  The 2003 IBC references the ACI 530 document which also lists the same criteria.

IBC 2003 section 2108 stops at 2108.4.  The black arrow indicating a code deletion points to the end of this section.  Where or why it went, I don't know.
