The first modes are the easiest modes of vibrating of the structure. If you
included in the model many cantiliver beams or the structure was bad
modelled with many asimetries, then the first modes are without any
structural importance and they incorporate almost any mass. You must
construct a good model and eliminate any superfluous element and you will have incorporated the 90% of the mass in 5 or 6 modes.
If the structure is well modelled, in a building, the first two modes are translational modes and the third mode is a rotational mode.
