Puerto Rico Seismic Zone

Seismic Zone in Virgin Islands is 4, Seismic Design Category usually
D. We're 30 miles from Puerto Rico.

Virgin Islands is at 1.5 g and 0.6 g per Ss and S1, Puerto Rico is 1.0
g and 0.4 g, respectively.  So Seismic Zone is either 3 or 4, should
be calculated.

There is a map in IBC for spectral accelerations which gives these
values for the whole island.
