Seismic Loading?

I've always taken my seismic shear loads from the equivalent lateral force procedure V = Cs*W = E for use in the Load Combinations of IBC, Section 1605.  Should I be using Equations from Section 1617 for the "E" load in the Load Combinations?  This may be a dumb question, but what is Qe in Equation 16-28?  The notation description says "The effect of horizontal seismic forces.".......is this the same as saying Qe = V from either Section 1617.4 or 1617.5?

I've never added in an additional 0.2*Sds*D to the calculated V = Cs*W equation into the Load Combinations of IBC.
