Vulcraft's "Designing With Steel Joist" book seems to indicate if the
point of zero shear is not more than a foot either direction from the
center, then you don't have to worry about stress reversals.  Their
example, which is probably the same one in the NSCC paper, comes up with
6", but the preceeding text mentions the one foot.
