In Texas, virtually all tiltwall panels are supported on drilled pier foundations.  To my knowledge, there is only one publication that covers tiltwall panels supported on such small (say, 12 in.) bearing areas.  Go get "Concrete Tiltwall Panels Supported on Pier Foundations", published by the Structural Engineers Association of Texas in 1998.  It include a design spreadsheet (Excel).  Of course, as a SEAoT member, you probably already knew all of this.
