The minimum roof snow load is not necessarily 20 PSF in IBC2000/ ASCE 7-98 (given that the ground snow load is 20PSF) Depending on the type of roof system (hip and gable, monoslope, curved roof) and slope of the roof, it may not qualify as a 'low slope roof' as defined by 7.3.4 in ASCE 7, in which case, the equation is Pf=.7CeCt I Pg, which will probably be less than the 20PSF minimum values.
 
But then you have to consider rain on snow surcharge and unbalanced snow load anyway, so you may end up designing for a pressure greater than the ground snow load.
