I believe that Modified Proctor is most commonly used nationwide.  However, in areas with expansive clay soils such as Texas, Standard Proctor remains dominant.  I used to know the technical reasons why ... but that was long ago.
 
My best advice is to use whatever the geotechnical engineer recommends without any changes.  This will keep you out of the crosshairs and frustrate the plaintiffs attorneys.
 
Please note that I am not, and do not wish to be, a geotechnical engineer.

Are there are guidelines for when you should specify a standard Proctor and when you should specify a Modified Proctor?
 
Is it  based on type or magnitude of loading?
