Thanks - That makes sense.  I don't have a copy of anything beyond NEHRP
1997, but I remember that you could get it free if you called.  Do they
have the same deal for NEHRP 2003?

Brian,
The API 650 has been moving very slowly into the world that was
pioneered by new USGS seismic spectral ordinate charts.  The spectral
ordinate charts were first presented in the 1997 NEHRP and SDO's that
used the old seismic "zone" maps were left behind.  The 2000 NEHRP
presented what we called "bridging equations" so that sloshing could be
calculated using the more accurate spectral ordinate charts.

The API 650 Appendix E is in draft form currently, and the intent is to
be very similar to what is contained in the IBC 03.  I would calculate
the sloshing using the 2003 NEHRP.  Along with the Commentary, it is
easier to understand.  The authors of the seismic provisions of the API
650 are the same people that serve on the BSSC and the ASCE 7.  The
pioneering work on the new sloshing equations was done by Nick Legatos
of Preload and is contained in the AWWA D 100 and in ACI 350.3.  Nick
also served on the BSSC Technical Subcommittee on tanks.
