You are asking the wrong question.  

What really matters is what is the perception of the builder.   If the
builder believe that running the joists in the short direction is cheaper
he will assign a lesser cost to this approach even if it costs him more
money.   He is focused on material costs and is not valuing his labor or
your time.

If you want to keep the client/builder happy then give him what he wants. 
Otherwise fire the builder.
