lally column post caps

Are the typical lally column post caps found in the
hardware store considered an acceptable post cap,
either by engineered or prescriptive design criteria? 
If so, do they have an allowable downforce capacity?

Some come with holes sized for small bolts.  Is there
a bolting criteria in these cases?  Some builders seem
to think that the oversized holes mean that the nail
needs to be driven to partial depth and then bent over
to keep the plate from moving.
