If I interpret the original intent correctly, the idea was to prevent multitudes of "engineering related advertising" from being posted to the list. Examples would be endless software services, drafting services, or even specialty services. I agree that many of the topics over the past ten years have been considerably off the mark in this respect; however the idea is not without merit. The concept was rather than everyone jumping in saying "look, we provide the following services" that someone in need of a specialty would post the need to the list and then someone would provide an appropriate solicited response, or provide off line contact.

In the employment world, it was considered OK to advertise an available position, but bad form to allow an endless posting of unsolicited resumes seeking employment.

There shouldn't be.  I have always considered it acceptable for someone to
look to hire people by posting to the list.  What is unacceptable is
advertising your services to the list.
