Bridge Pile Sway Bracing

My DOT requires sway bracing on bridge H piles when the bent is higher than 12 feet above the groundline. I have also seen bridges with both battered piles at each end of the bents in combination with sway bracing. The DOT website states their requirement "comes from an old bridge standard for H pile bents". My bents are about 20 feet above the stream bed.
 
 
If you have battered piles at the ends of the bents, is it really necessary to also have sway bracing? Is the bracing usually in there to also help the foundation act together if one side is settling differently than the other?
