I am evaluating a 1923 California reinforced concrete building.

 

Plans call for 1-2-4 concrete mix, and deformed bars.

 

Anyone have information regarding design strengths used back then?

Out of curiosity, is the rebar square bars? If so, I did a retrofit to a 1927 poured in place concrete building. The strength of the concrete was tested in shear and the resulting values were very low due to deterioration by exposure, however, where adjacent water was not allowed to hit the walls, the shear values were in excess of 2,000 psi. The testing lab placed a value on the rebar at Fs=40ksi and the spacing of the rebar considering the length of the solid walls reduce the lateral shear based on the 2003 Existing Building Code to well below the lowest tested core compressive and shear strength. Compressive strength ranged everywhere from about 600-psi to well over 2,800-psi.
