It also ensures proper flexural action when cracking occurs. Otherwise the member would go into catenery as the cracking increases uncontrolled. It improves the ductility of the member.

Unfortunarely this has nothing to do with the question asked.

ACI 318-02, Commentary R18.9 gives a good description of why we should use a minimimum amount of bonded reinforcing.  Basically, the bonded reinforcing provides better energy dissipation as required for seismic loading.  The bonded reinforcing can be prestressed or conventional reinforcing.

To ensure that the stresses under all serviceability conditions are keep
within the code limits without having to add extra untensioned
reinforcement. Stresses at transfer and long term need to be checked and
also for transport, erection conditions.
