Jason,

You may want to download from AISC and read the "Specification for Structural Joints Using ASTM A325 or A490 Bolts" from RCSC.  It lists four methods for installing bolts that need to be pretensioned; TC Bolts being one of them.  You may also want to note that all of these methods require pre-installation verification (typically testing in a skidmore type device).
