I don’t know the circumstances of the substitutions to which you refer, but as a note of caution, substituting SAE bolts for A325 or A490 is not recommended.  The SAE bolts can match strengths but are less ductile than the A325/A490 bolts.

Thanks Chris that site is quite informative. Great that is in one chart.  I sometimes get contractors asking to use grade 5 or 8 bolts and I was not sure what that referred too.
