The last "official" UBC is three volume version adopted in 1997 and there will be no more as ICBO merged into ICC. 
The State of California adopts the UBC with amendments (usually minor) as the California Building Code (CBC), applicable statewide (although local jurisdictions can adopt limited amendments that are no less stringent than the CBC).  They initially adopted the 1997 UBC in 1998 with amendments and then re-adopted it with further amendments in 2001. The structural changes in the amendments have been pretty minor.

Is there an edition of the Uniform Building Code later than 1997? I mean, I guess, the very last building code edition put out by the ICBO, before they folded in the ICC.
Strange deal: A rural county in Iowa tells me their building code is "whatever the 'latest UBC edition is'". Like other places I can name, they have no official inspection; the County Engineer just looks over the plans, and looks mainly for an engineer's seal, period. Other than that, they have no requirements.
