Yes, I'm aware of the Arkansas "Fire Prevention Code" (which,
incongruously enough, is the title of the building code legally adopted
in the state of Arkansas--only about a third of which is a fire code).

The "building code" portion of AFPC is, for all intents and purposes,
the 2000 Edition IBC and IRC with some amendments. However, the first
edition of the stand-alone IEBC was not published until 2003.

specifically includes the 2003 editions of IBC, IRC AND IEBC, among

On the face of it, a code is not really a code until and unless it is
legally adopted. Therefore, as I said, the IEBC is not actually in force
in Arkansas because it has not been adopted by that state. However,
under the circumstances (i.e. absent any other relevant instruction in
the Arkansas Fire Prevention Code) I feel confident in citing the IEPC
with regard to my current Arkansas project.
