Actually, this does a great job preventing torsion, as the plate covers the entire top flange. If the supporting beam rotates away, the point of contact is the far flange, providing a restoring force (but increasing the moment in the plate and across the weld).  If the supporting beam rotates toward the supported beam, the point of contact (And force) shifts to the near flange. This side is also limited by the bottom flange of the supported beam, but that could result in a nasty service condition for a highly-active live load (clunk-clunk-clunk).
