I agree with Neil in that the bolts look as though they are failing. Temporary guy wires will be needed for repair, but anchors for temporary guys should already be present on the anchor blocks to facilitate maintenance, particularly for the size of anchor you describe. You also do not mention the possibility of corrosion causing the crack pattern - has this been checked? What is the environment for the tower - salt marsh, industrial, rural? If corrosion is the culprit, there may be a further hidden problem with any reinforcement. Is this problem on all anchors? Regarding U-shaped anchor bolts, these used to be used regularly in the UK (and may still be).
