Sounds like you need to replace the deck and slab and put a proper
Waterproofing membrane over the concrete, install rigid insulation
And some sort of wearing surface...

Subject: Protecting an exterior slab on metal deck

A local homeowner's front porch is a 2 1/2" concrete
slab on 1 1/2" metal deck over a full depth basement.
Moisture is penetrating through the concrete and has
started to rust the metal deck below.  Is there a
particular type of concrete sealer to recommend that
will adequately mitigate this problem?  They also need
a joint sealant to protect cracks up to 1/16" wide. 
There is no indication of spalling or other visible
concrete failure at this time.
