When you look in the tables, the stud size and spacing requirements are based on the number of floors supported, i.e., 2x4's at 16 inches OC may support "one floor, roof and ceiling"  (UBC/CBC Table 23-IV-B, p. 2-305).  If you have a concrete slab-on-grade floor,  then 2x4's at 16 inches can support a framed floor above plus a roof and ceiling--in other words, 2x4's can be used in the first floor walls of a two-story house with SOG first floor.
