I do not know of a specific IBC or AISC provision.  In AISC there is a minimum connection capacity of 6 kips (section J).
I know with regular beam connections two bolts are required under erection standards and OSHA ( I cannot quote chapter and verse).  One bolt for the spud wrench to make the connection and one to secure it.
Personally, I would not allow a single bolt connection.  Either double bolt or weld it.

Is there a place in the IBC code or AISC spec that specifically does NOT allow a connection with only one bolt?  We are being asked to change a welded connection detail to a bolted connection with one bolt.  In this specific case, the bolt is in tension.
