You need to check with the State Boards.  Each state is a a little different.
Here in OK the stamp can be electronic.  But their must be at least one "physically" signed original.
As a result I send out "distribution copies" electronically with "signed and sealed" copies via e-mail.
It a little faster, but not much.

Is it accepted practice yet to submit plans and set of copies of Plans to building departments in CA and other states of USA with an electronic signature and stamp directly plotted in the plans ? Any comments ???
