I worked on 2 projects in Argentina and am not aware of the "H-21" term.

Their cement is a bit different than ours. They use an Instituo Argentino De Racionalizacion De Materiales (IRAM) standard, but it is fairly comparable to our ASTM C 150 portaland cements. You may want to search their IRAM standards for "H-21", but I don't think that you will find it.

Well, to be sure the OP didn't really give a lot of detail. He says, IIRC,
that "the owner" told him it was "an H-21 slab." Since the project is in
Argentina I thought that might have reference to whatever codes or
standards are used in that part of the world.
