Most ... have.  "of the world" is an insert into the sentence, simply as a modifier to the word "most," and should not affect the sentence structure.  It would sound funny to say "Most has."

From that article:

"Most of the world _have_ kept the I in ALUMINIUM..."

So you know with almost certainty the nationality of the author!
