Actually I've always thought that the headline and the lead paragraph were supposed to boil down the essence of the whole article, so that you *could* just read them and have the basic idea.  If they are misleading then it IS poor communication.  OTOH if an ad blares that THIS EXERCISE MACHINE WILL ELIMINATE YOUR LOVE-HANDLES and in 1 point print explains "if you use it 23 hours every day" it's just doing its job.  :)
