You are wrong about the national USAR response.

Sacramento's TF7 responded to the 9/11 event immediately. They flew out of Travis AFB on the afternoon of 9/11 and were at Ft. Dix late that night. There were a number of other USAR teams also arriving there at the same time.

The next afternoon, TF7 was at Javitt's Center setting up their area. The next morning they were at the pile.

What did happen, with all that speed, was that for a few days they and a number of other teams were not fully utilized. I think it was about day five that before TF7 actually got an area to work in, although some of us were utilized as individuals.
