AFAIK, no - the Board/law requirements are pretty clear:
Any use of a PE license by a non-PE person is not legal.
 
Something in this situation does not appear quite right...

Is it OK to for a non-P.E. principal to sign a contract / proposal, using the other (registered) principal's PE number in the contract?
