That's what's done characteristically for nuke plants unless someone has done some work to generate site specific spectra. It's based on an ASCE standard whose exact identification eludes me. There's a pretty good book (good because it's fairly short and to the point) on the topic called _Response Spectra Analysis_ by A. J. Gupta, which may be of help.
