FEMA 350 is not a referenced standard in any code. If you are in Seismic Design Category D,E or F you must design using AISC Seismic provisions. You must also use the provisions if you are in a lower Seismic Design Category and choose a Seismic Resisiting system with an R value of 3.5 and greater.

The connections for special and intermediate moment resisting frames as described in the seismic provisions of AISC must have connections that have been prequalified in accordance with Appendix P. Although the AISC Seismic Provisions do not reference FEMA 350, the connections recommended in FEMA 350 meet the prequalification requirements of Appendix P with the limitations given in the Tables for each connection.

For the Ordinary Moment Frames you can use the design procedures given in FEMA 350 to any Beam-Column configuration.
