RE: Hooked anchor bolts

ACI 318-Appendix D includes provisions for hooked anchor bolts, so they are not specifically disallowed.  However, headed anchor bolts are preferred and are more efficient, especially with respect to pullout forces.  I've tried to eliminate hooked anchor bolts from my typical design details.

I know hooked anchor bolts do not perform as well as headed anchors. Are hooked anchors even still allowed by current Codes at column bases?
